Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the presentation of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been stabilised. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: a renewed assault of aerial bombardment on Kyiv.
The Rhythm of Negotiation and Warfare
The sequence of contrasting events captured the bleak nature of the recent timeframe. By day, diplomatic battles are waged: optimistic declarations are issued from various governments. Significant resources is devoted on containing specific proposals. By night, Moscow brutally reminds the world that, for them, military action persists as the primary tool for achieving "peace".
After-Dark Attacks
As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting missile launches from enemy soil, a capacity afforded by timely intelligence. From witness perspectives, military aircraft that had been deployed to engage hostile aerial threats streaked across the sky – sophisticated military planes supplied to Ukraine by Western partners.
Moments later, Kyiv's missile defense activated: defensive missiles targeted at a incoming threat. This was a sophisticated defense system at work, probably provided by allied countries. Every firing creates sudden vibrations, causing tremors. The instant of fear quickly transforms into sober acceptance: possibly the incoming missile won't strike its target this time, sparing the city from catastrophe and further power outages.
Persistent Threats
Not long after, a large-caliber weapon engaged a drone close by, part of a defensive team – most likely allied-provided weaponry. Unfortunately, the bullets missed the hostile drone – it pressed on overhead toward its destination.
Intermittently, this carried on until dawn. Kyiv greeted the morning news: several casualties, devastation and heating outages in many homes as a result of the nocturnal offensive. As typically, everyone still went about their day – experiencing conflict. But those full day encapsulated Ukraine's critical military reliance on Western support – a reliance that neighboring countries are demonstrably unable to fill in the immediate future.
Unsuccessful Negotiations
The 28-point plan from US administration sparked intense emotion, debate and deep concern – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.
Every new proposal from American administration unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually win the battle. This trend will, no doubt, endure.
Tactical Assessments
It is convenient to criticize certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. Washington works based on a premise familiar among experienced diplomats: you cannot win at the negotiating table what you have lost on the battlefield. The American government believes that it is unrealistic to compel Moscow to surrender the areas that it currently occupies in Ukraine's occupied territories.
The issue is that while recognising this factual reality, American administration does little to prevent Kremlin actions, through statements or actions, from thinking that the current condition will not change more in its advantage in the months ahead.
Conflicting Perspectives
Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its supporters are approaching exhaustion. Their incentive to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to end hostilities, but they will continue as long as Russia's leadership remains completely certain in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still hold out, progressively conceding civilians and areas but preventing a complete military breakdown until conditions improve in its favour.
Existing Situation
Factually, there are no actual prerequisites for a ceasefire. Now, personal considerations are entering the equation: leadership ambitions to mediate resolution and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unworkable, so that their attention does not switch to domestic problems. And although their mission will now be considerably more difficult after recent developments, it remains quite doubtful that this will change their overall approach.
These two forces are driving the talks.
Conclusion and Outlook
It took a only one week to eliminate the proposed articles of the current initiative. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the rest of Europe, along with pacifying measures of representatives, and finally, current information leaks, all achieved their purpose.
While new initiatives based on previous concepts are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are founded on Moscow's terms and demonstrate particular unwillingness to change the course of events, if they maintain solidarity and improve their protective measures at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, mainly require continued Western support.
